The C.W.C. in its Resolution decided to bifurcate the State of Andhra Pradesh and accepted the demand of a separate State of Telangana. The creation of the State of Telangana has been a very contentious issue, but there was near unanimity amongst all political parties for the.creation of a separate State of Telangana.
To address the concerns of the people of A.P. arising out of the separate State of Telangana, Congress President appointed a Committee headed by Shri A.K. Antony as Chairman and Shri Ahmed Patel, Shri Veerappa Molly and Shri Digvijaya Singh as Members of the Committee.
The Antony Committee met all the leaders and others representatives of Telangana and Seemanadhra region in groups and individually.
Following issues were raised before the Antony Committee :-
(1) Hyderabad as the common State capital
(2) Sharing of Water and Minerals
(3) Division of the State cadre officers and non Gazetted officers of State of A.P.
(4) Distribution of Revenue, Assets-and Liabilities
(5) Division of Infrastructure, Healtl, Care, Education and Transportation
(6) Security of people from Seemandhra in Hyderabad with reference to their Livelihood Landed Property and their investment.
HYDERABAD AS COMMON CAPITAL
The city of Hyderabad has been the Centre of Development of A.P. and the most contentious issue between Telangana and Seemandhra people
(1) Regarding the boundaries of the common Capital there are three options:-
(a) The Revenue District of Hyderabad
(b) The area of Greater Hyderabad Municipal Corporation(626 sqkm)
(c) The area of Hyderabad Metropolitan Development Authority.(7073 sqkm)
After going through the different representations the Committee suggests the second option of the boundary of the Grater Hyderabad Municipal Corporation which includes the Police Commissioner jurisdiction of Hyderabad and the Police Commissioner of Cyberabad.
(2) Because of the provocative statements made by TRS leaders, there has been great amount of concern and nervousness among the people of Seemandhra who have acquired property and set up business in Hyderabad. The Committee strongly recommend that adequate provisions should be provided in the draft bill which instills confidence among the Seemandhra people who have set up business and acquired property in, Hyderabad. The bill should have a provision to ensure that Government of Telangana in future does not pass a bill to acquire Property and Business with retrospective effect.
